1 / 1 Hillcrest Manor Water Users Association PO Box 570065 Las Vegas, Nevada 89157-0065 See Website - hmwua.org - For Well Information Dear Association Members: As you are aware, at the beginning of each year, the Board notifies and invites all of you to the annual water board member meeting. For several years, at these meetings we have discussed the conditions and needs for the ongoing water system repairs and replacements. One of the major required expenses discussed during the past two annual meetings was the replacement of the Sheila water storage tank. In addition, we discussed the anticipated costs of the aging wells and related equipment. We anticipated major future repair and replacement costs. To provide an analysis of anticipated future costs, we contacted RCAC Environmental & Community Services two years or so ago. They provide water organizations like ours with several support services. They reviewed our wells and supporting equipment last year and in April of this year they provided their analysis of estimated future replacement costs. Over the years the Association has funded a Capital Projects Fund from a portion of the quarterly payments received from the Association’s members each year. We did this for the purpose of anticipating future repair and replacement costs. In reviewing the RCAC analysis, we were made aware that their study showed our water system faces significant future costs. A few years ago, your association’s board of directors made application for funding for replacement of the Sheila well’s storage tank. We expect this replacement to be done this fall. Because of this funding, we do not anticipate that the Association’s Capital Projects Fund will be needed for this project. In June, 2023 there was an issue with the equipment at the Sheila well. As that issue was addressed, the company repairing the equipment found other issues, which resulted in the well’s pump head, pipe column, tube and bottom bowl assembly and other parts being disassembled or pulled. The analysis of the well’s equipment was that most of the parts of this well needed to be repaired or replaced. As of this date we have sufficient money in the Capital Projects fund to pay for the present Sheila well and related equipment replacement and repairs. We will then have to examine the Madre Mesa well and equipment to determine what possible repairs will be needed there. Your board met on July 24, 2023 for the purpose of reviewing the Association’s finances, the Sheila well expenses and the monthly operating expenses. This review determined the Association’s Capital Project Fund would be used to pay for the Sheila repairs, but the Fund will need to be promptly restored. Beginning with the fourth quarter assessments, which will be billed October 1, 2023, the rate will be increased to $300.00 per quarter. Quarterly billing rates will be reviewed at future quarterly board meetings to determine future anticipated needs. Board of Directors Hillcrest Manor Water Users Association August 16, 2023
